[Photo taken 29 August 2004] It seemed from press reports that most arrests were made simply because people passed arbitrary lines that police had drawn for "crowd control." Why couldn't police just allow people access to sidewalks and businesses, like the cop barely noticeable in this photo? And how can a city supposedly low on cash afford to arrest so many people for frivolous reasons? Why should taxpayers be asked to pay for that while so many serious crimes go uninvestigated?
